Beyond the Standards: “Living” the Policy While Effectively Managing People

Compliance with the accreditation standards and achieving accredited status is an admirable achievement. Fulfilling the spirit of the standards, however, can be challenging. For example, a policy on the duty to intervene is required, but what does that mean? How will the policy be implemented and accomplished in a meaningful way? The rapid proliferation of video and artificial intelligence adds yet additional challenges. Adherence to standards can help mitigate risk and protect both the public and your officers. But do you have proper procedures in place to effectively diagnose and correct organizational failures when they happen? An organizational culture founded upon the proper application of the Five Organizational Pillars - People, Policy, Training, Supervision and Discipline - can create redundancies to help prevent and/or mitigate tragedies when in both high-stress situations and routine operations. Using videos and contemporary incidents, this presentation will address all these topics and include:

   *   How law enforcement leaders can and must build the duty to intercede and root cause analysis into agency culture and why members should embrace it.
   *   A discussion of how video may not be the best evidence of what happened in an incident, including a review of human performance factors and limitations of video evidence.
   *   A discussion of the need to balance the transformative possibilities of artificial intelligence for law enforcement with ethical considerations.
